Whether there were indicators or not, police say Talovic planned on killing as many people as possible at Trolley Square. Talovic carried with him a .38 caliber pistol, a shotgun, a backpack full of ammunition and a bandoleer of shotgun shells into the mall.
The Deseret Morning News is reporting Talovic was a legal alien, which means he could legally purchase those weapons. He was also 18 years old, a legal adult.

There are always going to be people who slip through the cracks that are a danger to society , that cannot be helped. There will always be some percentage of unwanted people in the country.
I agree that limiting time may not be possible but rather a condition should be set to allow for a much quicker process if possible. And it shouldnt be that like 30% of the applicants have to wait more then 2 years to get a yes or no to citizenship.
Stating a set time period may in some cases as you said raum could result in the country being put in a situation of grave danger and thus it would generally be a great idea to have conditions set out in the process to help speed up the process and slow it down where needed.
