I've always been curious how the QB rating scale works and how it's calculated. So, I did some research on it and here's what I found.
It was conceived by Pro Football Hall of Fame's retired vice president Don Smith in 1973 and then used retroactively to all seasons before that. The best passing rating you can get is 158.3 and the worst is 0.
This is how it's calculated:
a = (((Completions/Attempts) * 100) -30) / 20
b = ((TDs/Attempts) * 100) / 5
c = (9.5 - ((Interceptions/Attempts) * 100)) / 4
d = ((Yards/Attempts) - 3) / 4
a, b, c and d can not be greater than 2.375 or less than zero.
QB Rating = (a + b + c + d) / .06
Wow....how drunk do you have to be to come up with a system like that?

I think that works for the pro game, but I do believe that the college game's passer rating is calculated differently...

You're right. That's how the the NFL calculates their QB rating.
This is how they do it in college and for most high schools
a = (Comp/Att) * 100
b = (TDs/Att) * 100
c = (Int/Att) * 100
d = Yards/Att
QB Rating = a+(3.3*b)-(2*c)+(8.4*d)
It's a little better but still pretty messed up
