It could be such a great movie...although I don't know how people would feel about him not being in the first half of the movie?
you could have him
Defending Palestine with the British.
Fighting the Russians with the Nazi's.
Have him taking on the Japanese with and the Viet Minh.

According to the comics,Cap was everywhere during WWII, though i doubt the film will show it. they've just said it ends with him waking up in modern day at the end.

Bucky’s A ‘Safe Bet’ To Appear In ‘Captain America’ Movie, Says Marvel Studios Chief

Now that Marvel’s logos for its stacked new lineup of superhero films are out in the open, a few new details are following suit. Today, there was confirmation that Captain America’s kid sidekick Bucky will likely appear in 2011’s “The First Avenger: Captain America,” which Will Smith, Matthew McConaughey, and John Cena have been rumored to be candidates to star in (and Channing Tatum would love to get an audition for).
“It’s a safe bet,” Marvel’s president of production Kevin Feige said of Bucky’s inclusion during a Marvel Studios presentation this weekend, according to FirstShowing.net.
Feige name-dropped “Raiders of the Lost Ark” and writer Joe Johnston’s previous film, “The Rocketeer,” among the projects that he and the director were looking at to determine the feel for “The First Avenger,” which will be set during World War II.
“It’s the movie his entire career has been leading towards,” Feige said of the the Captain America movie’s significance for Johnston, who has done special effects work for both “Indiana Jones” and “Star Wars” films, in addition to his directorial jobs on “Honey, I Shrunk the Kids” and “Jurassic Park III.”
If Bucky does appear as the war hero Jack Kirby and Joe Simon created, you have to wonder if today’s go-to young action hero Shia LaBeouf will be approached about a screen test. Though a fresh-faced and less action-experienced name like “Gossip Girl” actor Chace Crawford or “High School Musical” star Zac Efron could be a better choice, depending on what Johnston and Marvel Studios want.

No matter who they get to star in it, I just don't think they can make this cool enough for me to care about seeing it...They would have to have Matrix like, epic fight scenes and Cap's just not that dude...

Cap's ideals, Cap's strategy, and his ability to be that dude who can lift Mjolnir without the guantlets and belt that even Thor requires... that will not reflect in the movie they speak of.
