Representatives from around 300 Madrasas, including Darul Uloom Deoband, Jamiat Islami participated in the three-day meet, where they reached a conclusion that seeking insurance cover was only another form of gambling.

Health insurance schemes have turned a noble service in to a business activity, hence under Islam it is not permitted, they said.

BTW - for government and insurance supporters, look at New Orleans. After Katrina, how many people got scammed because their insurance didn't include "Acts of God".

My people are in Lousiana, and I will tell you everyone I know, or my family knows either got local help (like the volunteer Civil Defense Union days before FEMA) or they got no help.

I know it may be hard for you to believe, but I know alot about government. I work in the private sector, as a government respondent and consultant, and have consistently since 1999. I have worked in conjunction with US Customs, US Dept of Commerce, US Dept of Census, US Joint Health Commission, US Defense Force, US Dept of Navy, US Dept of Energy, and Federal Energy Regulatory Commission.

I know stuff about FEMA you might not even recognize, or ways you would never suspect it would count. Why it was corrupt from the start (Carter), why it was ineffective in Katrina, how it was manipulated by both Bush Sr. and Clinton. I am not offering ANY partisan bias, and do not have any. I am registered Democrat (cause my grandfather was a great influence), and I am a conservative, but not a blind conservative. If you think we can trust our Democrats more than our Republicans, you are sadly mistaken. I speak of conservatism by idealology in the sense of a "Conservative Federalist", NOT affiliation. And those ideals are NOT what passes for conservatism in the modern media.

Give a local in ANY REGION 20% of the budget of FEMA's disaster recovery and it will be put to better use. FEMA lacks the effectiveness of the pre-FEMA local efforts. The only time FEMA is used to any effect, it is not for emergencies, it is used for votes.

or the limited 48-hour response to the Governor's request for FEMA help?

We have had our share of unanticipated natural disasters -- almost 3,000 dead in the Halifax munitions explosion,
400 Canadians killed in the Air India terrorist bombing -- but we tend not to panic like some others.

such as home rescues during the monster ice storm in Quebec,
and snow removal from Toronto streets during a major blizzard.
The army operates at the will of the elected Parliament, and protects our citizens.
We prefer 'Peace Keepers' to mercenary killers.
