It's to cut the other kite flyers strings in their very competetive dogfights.
the ancient chinese cheaters used bone for the same thing.
people forget kites were used for fighting sport throughout the world, and that tradition is maintained in some places. in america, you get you ass beat for breaking your sister's kite. not so in Pakistan...

When I was young and back in fiji, we used to compete in kite fights all the time. We used mashed up bottles to on the strings with a paste of flour and stuff. Pretty cool at that time. I dont know how many times I have cut my hands along those strings but it was still fun. I dont remember anyone getting seriously hurt but that.
