here is the official stance, according to the privacy act.
The 911 emergency response system belongs, as do all civil services, to the People of the United States of America.
They are governeed by Legislation, and assist in the judicial forces which govern on a state and local level.
A call recieved by 911 BELONGS to the people who fund the project, BY OUR TAXES.
BUT -
The information belongs to the people who are on the call, not in the office of a civil servant or tax-supplied capacity.
A person has the right to REQUEST the data recorded and archived on the call. This must be cleared by anyone releasing information releated to the personal identity or health, in accordance with HIPA (Health Information Privacy Act)
in the event that the person releases the information, it can be made available to the public without a request, and thus openly distributed as property of People of the United States. in the event that the person dies, their next of kin or benefactors make the decision. thus, in releasing these transcripts and calls, 8 families of the victims identified in the intitial calls fought the city of New York in a court of law, that they should be made public, to solidify the event and assist in research into the tragedy.
anything specifically personal to any of the firemen or police officers or the city can be edited out.

I guess that makes sense... I still don't want to listen to them or read them. What was said during the call is between the person who made the call and the person who received the call.
