Two Factors:
"cost of living" (fluctuates among many undeterminable matrices, but driven by population)
"reserve of demand" (how consistent your demand is, driven by population, primarily)
a person with a consistent demand that has a threat of inconsistent supply faces possibility to lack of supply. he must recoup the risk, so IF HE NEEDS TO, he can pay more to the distributor who may not be able to supply all stations.
the major issue is not that our gas is taxed, but that the funds are the most often misused or embezzled, based on trials of public servants indicted for such crimes.
and besides you map is "user generated" and updated by any number of different people.
for example, the gas price of the city I live in is some 11 cents less than what your map says. and when i leave, it will probably be a nickel cheaper...
and

That really annoys me how gas is fluctuating to violently. I was cruising around town with my brother one night and I noticed that gas was 104.3. The next morning/afternoon, I looked at the same gas station, and it was 110.4. That's a 6 cent jump. It never used to do that. My dad was telling me about a week or so ago that he saw it jump 10 cents.
