It would piss off a few Arab's, that means more violence will be justified by Allah. The Arab street will blame the USA for inventing a new fuel that took the place of oil. Arab's really don't offer that much to the world, Oil and Violence are their only exports.

Howver, Water based fuel is already existent - Hydrogen (it IS.. it's BASED on water.. lol)
Otherwise, I doubt it..

Man, but how fucking awesome would it be to be able to drive your car on gas..? Instead of gas, we'd have...Water stations...And the shit would HAVE to be cheap, the earth is 3/4 water, shortage my ass..! .25 cents per gallon...Man that would fucking rock, and I could get the truck I want and give a shit about getting 9 MPG, LoL...
