most of the people in new orleans don't have a very clear sense of necessity. to say the least.
but most of the people who took advantage of this were no where near new orleans when katrina hit.

That's why that sucks :x . Only those directly affected should be supported.
I'm grateful the only devastation my local area has experienced, is the physical damage by the cyclone itself. Although alot of people are numb and depressed, they are holding together and getting on with things, cleaning up the place and rebuilding life, not spiralling into disarray and abuse.
