I have tried changing the permissions to folders, file associations, etc. I think it is the IT dept. Even if I use firefox to download the rar file when I go to unrar, it says something like 'no information available'. When I try to download rar's in IE it says I can't even DL them.

I figured out a pain in the ass workaround. I can use Down Them All on some pages to download rar's to a memory card. I then take the memory card and use my pocket pc (ipaq) to unrar the file and then transfer it back to my computer. The real downside to this is, writing to and from the memory card is very slow on my computer. But at least I have an option now!
