i just heard that the new upload limit for rapidshare premium users is 500GB. files within the limit are not going to be deleted for premium accounts. however, no new files will be accepted for upload beyond 500GB. a new account is needed for more uploads.
but rapidshare FAQ says:
How long are my files hosted?
No limit. Nevertheless even we have to clean up our drives from time to time, so we will delete files that have not been accessed for 90 days or longer. For premium users this rule will only apply if there are more than 20 GB (20.000.000.000 bytes) of data stored in your account.
maybe they haven't gotten around to updating their FAQ ?

Looks like you are right h2, I don't see any more of that 'storage xxl' crap that used to be on the page...From 20 GB to 500..? Definitely possible, I know many users that lost as much files as I did if not more...
