PLANO, Texas -- A police officer was placed on administrative leave Thursday over a traffic stop involving an NFL player whom he kept in a hospital parking lot and threatened to arrest while his mother-in-law died inside the building.

Officer Robert Powell also drew his gun during the March 18 incident involving Houston Texans running back Ryan Moats in the Dallas suburb of Plano, police said.

"I can screw you over," he said at one point in the videotaped incident. When another officer came with word that Moats' mother-in-law was indeed dying, Powell's response was: "All right. I'm almost done."

Dallas Police Chief David Kunkle apologized to the family and announced that Powell would be on paid leave pending an internal investigation.

"When we at the command staff reviewed the tape, we were embarrassed, disappointed," Kunkle said. "It's hard to find the right word and still be professional in my role as the police chief. But the behavior was not appropriate."

Powell, 25, a three-year member of the force, stopped Moats' SUV outside Baylor Regional Medical Center at Plano after Moats rolled through a red light.

Police officials said Powell told his commanders he believed he was doing his job, and that he drew his gun but did not point it. Kunkle said Powell was not necessarily acting improperly when he pulled his weapon out, but that once he realized what was happening should have put the gun back, apologized and offered to help the family in any way.

"His behavior, in my opinion, did not exhibit the common sense, the discretion, the compassion that we expect our officers to exhibit," Kunkle said.

sorry for his loss, but "rolling through a red light" in a medical center can get people killed fast. many pedestrians are not fully capable and when emergency vehicles come through on a 3 base or a code Blue - they blaze in and have total right of way - lights be damned. worse accidents I saw were in medical center motorways because the emotions are so high... and those cops at hospitals have TOUGH gigs. I was a SOC JHACO compliance officer at a oakland medical complex. I saw a cop get stabbed by scissors from a woman's purse cause she was not satisifed with how long she was to wait for emergency care. we had a fleet of guys come in after a gang shooting, and we had several issues we had to maintain and didn't know what was going on until after it was over.

cop sees a SUV "roll through" a red light in a hospital, he is supposed to flag the vehicle. he did - he prolly got some lip, for stopping the guy because 1. NFL players and other atheletes or entertainers tend to expect special treatment and 2. the guy was worried about his fam, and the cop was an obstacle to being there.

The cop prolly had heard ALL of that before, and at the hospital everyone thinks their case is special. it is damn tough to keep all that in order.

I am white and get the same treatment from white cops from the medical center in Lousiana back home where my dad is safety and security engineer, and i don't remotely look gangsta. It is the way things are, from Oakland to Philly...

Ok, more came to light:

Moats didn't seek special attention Kudos. He explained he waited for traffic before he continued through red light. (Assessment: in the eyes of a cop, if you stop it wasn't a total emergency. he didn't run a light, he left before it turned green.) Cop asked for insurance, Moats got upset and told him to "go find it." Bad move. So, now cop has to radio in, almost guaranteeing a ticket, and women started piling out of the car without explanation - cop is not in the loop and pulls gun (does not aim at any one - this is THE standard for people leaving a vehicle stopped by a cop) - women get other people to come out of hospital and explain the death situation, and cop continues to write ticket - prolly pissed about whole situation.

and the cop resigned without provocation for poor judgement.

BY THE WAY - NEVER LEAVE OR ALLOW PASSENGERS IN YOUR VEHICLE TO LEAVE IF A COP STOPS YOU UNLESS HE DIRECTLY TELLS YOU TO. IT IS VERY BAD IDEA, EVEN AT HOSPITAL. MOST TIMES THIS HAPPENS IT IS A SIGN THEY ARE IN WORSE TROUBLE, OR ARMED.

Picture this, you see a suv stop at a light, a man and some women are in it. They stop, and then drive through before the light turns green in a saftey zone for pedestrians. you flash em, and guy says "at least i waited until no one was coming through" - *THAT IS NONCOMPLIANCE, ALWAYS SAY "Ya got me, I was busted."* He should have said "I am sorry I didn't wait for the light to change. I am going to the hospital for the last rites of my relative who is dying right now. I will never see her again if I don't get there immediately. Time is of the essence. Can you mail me my ticket?"

GUARAN-DAMN- TEE you that cop would have let him off then.

Cops are human, and they have tough jobs. Some are real heartfelt people. But they are terrified alot of the time, because - honestly in this culture, no one is EVER trained in how to respond to officers of the law. People don't know how to act with cops. they are overly formal, and thus suspicious, or dismissive and thus suspicious.

Always explain to him your violation and OFFER to receive your fine. If you recognize that, they tend to let you off a bit lighter.

Would have all made alot more sense if at the end of the video you don't see a nurse and the hospital security walk out and say, 'She really is dying,' for him to reply, 'I'll be done in a minute.' His judgment was beyond shitty...And I got profiled this morning on the way to work, the shit sucks and cops should really be ashamed of themselves...When you're a cop, you know people are going to assume off the bat you're an asshole...He should have been trying to help them, what would it have hurt..? Even if the dude did everything wrong, when the cop pulled them over, he should have been trying to help...It's not our faults we don't have flashing lights in our cars to let people know we have an emergency, the cop saw the hazard lights, he should have yielded until the situation said otherwise...

Dude was clearly, and I mean CLEARLY out of line on this one...Too much for me to find any fault the other way IMO...

The problem with most cops is the power trip they're on. They pretty much are granted absolute power and it goes to their head. Granted it's a tough job and they deal with danger all the time so it's bound to put you on edge but the way they treat people sometimes. I got pulled over for goin 10 miles over the speed limit one time and was being as cordial as possible to the cop and he got in my face like an inch away screaming at me. There was no need for that kinda behavior.

What they need is cops on the road watching the regular cops on the road. Sorta like IAD but pulling them over for speeding or reckless endangerment or whatever..

I feel ya dawg. I done been harassed by the piglets twice in the last week. And I'm a respectable-living keep-to-myself type these days. Only upside to one of the 2 incidents was I got away with calling one of the bacon rashers a big blue dildo. The fuckers here basically got the mentality of if you aint wearing a suit you're up to no good. The irony is if you look at western history, the biggest & worst criminals wore & still do wear suits..

In what way does the fact you are guilty of several moving violations change if you are in transit to a last visitation with a dying relative? The cop COULD have written him up for three tickets from the short clip I saw. I don't agree with draconian traffic laws, but I won't deny that they exist. Face it, Moats lost his cool, the cop was out of the loop, and so his reaction was out of line.

More police this year, and most of them urban WHITE cops, are dead now in every major city that years before. In Philly, where one a week is shot, and a good bit of em around the hospital - Moats would have been on the ground when the women bolted. women have shot cops, too. Those women gave that cop EVERY reason to rip that car apart, cause for all that cop knew - they popped into the hospital to dump some shit off. He had no reason to trust them.

Picture this:
you see a SUV at the light.
you pull up behind it a few cars.
then the SUV rolls early on the red.

If I was a cop, I would think they were trying to evade me, not get to the hospital.
And if you were a cop, you would too, I bet.

We had a situation like this at a Dunkin' Donuts in philly - three cops got blasted at.

And this guy was a third year patrolman who just heard about Norman Smith, who was shot dead in january in an area near there. you know he was really not sure what was going on. besides, he quit and he apologized.


That being said, Ty, I love you like my own but if I was a cop, and I flashed ANYONE in the dark and saw em pull into a lot and hop out tha whip - I'd come out blazing - shit is crazy nowadays.

Yah, his judgement was VERY lame - but no one really treated the cop with any of the civil protocol we call COMMON SENSE; and his third year pride was wounded, and his "power to arrest" was poorly managed in a situation where MOAB training should have told him - get the guys address and mail him the ticket, IF he had already called it in for court. The damn camera mails people tickets. If i was a cop I'd zap yah, scope the plate, and mail a ticket to the address of registration. No reason for me to risk my life on a traffic stop.

WATCH THIS VIDEO - here the cop before he stops the car - he thinks they are headed to an apartment building - that is where the cop got killed serving a warrant in January. He is also advised the driver of the car has a registered weapon, and the first that happens is they pile out of the car, and the driver comes around the front of the car to the passenger side.

I WOULD HAVE DEFINITELY HAD A GUN OUT. THIS IS THE FIRST COPKILLIN TERRITORY IN DALLAS FOR THREE YEARS where the first cop killed in Dallas for the last three years just got shot.

I don't criticize the cop without also advising that Moats DID commit three violations - one of which he got ticketed for, because we know (from driver's ed) what to so if a moving violation occurs in a traffic stop. On the "62" the cop advises them he is dealing with - that is nonresponse to officer of the law, usually involves drug examination.... so if a cop flashes us, we STOP - and ask the officer to escort us to the hospital where the nurse on duty told us to hury to a realitives last visitation before the die - We don't know how long we have, but it is surely less than 30 minutes. and the cop knows to resolve it there. but the situation which did make itself apparent should have diffused more smoothly. and the cop should have waived the ticket. but you know he was TERRIFIED for a minute. you can even hear his voice crack.

Still, he demonstrates he is NOT ready for patrol work in a high risk capacity.

That is really not a situation a 3rd year patrollman could handle well unless they were REALLY good.


As for you getting "profiled" Ty - what's up? you get a ticket for something you did - or was it a baseless routine stop? cause unless you was "profiled" by radar or witness of violation, a cop needs probabale cause or order for routine stops to commence before he can do that - and you can take that to a lawyer.

Nope, I didn't get a ticket, just watched a cop do an about face, following me and running my damn plates when I'm on my way to work at 6:30 a.m...I mean, it is a big car, I GUESS I could have a ton of dope in the trunk.................

At any rate...Man, there's no way in the hell I'll ever be able to weigh in on the fact that this cop witnessed a guy slow down to observe an intersection, with hazard lights on, and proceed to be an asshole...No way...If he almost caused an accident, MAYBE there's some justifiable cause...But the tape shows it, there wasn't shit around but this SUV and this cop...

This is like I bust into your house to pull you out of a burning fire, and all you do is bitch about how you're going to sue me for kicking in your door...The officer did not try to assist them in any way...Not one time did he say, 'Sir, is everything OK..? I noticed you had on your hazard lights and came to a rolling stop back there...Can I help you..?'

Nope...He let this man's MIL die, and he not say goodbye so that he can write a fucking $45 red light ticket..? If you don't want to be a cop, don't be a cop...It's simple...If you don't want random people cussing you about about a shitty product experience, you don't work in customer service...Same with civil service...You don't want to possibly get shot over some bullshit, go teach school...He could have handled that shit a million other ways than the way he did...There were 999,999 ways to do it right, and 1 way to do it wrong...And he did it...He didn't sound scared to me, he sounded pretentious to a fault, and was trying to Son the dude, who had a reason to be distressed...If he was scared, he should have stayed in the car, ran the plates, and called for backup....

If a cop flashed me while I'm trying to see my dying mother, I'm not stopping...Period...End of story...Fuck the police FA SHO on that one...I'm not asking for an escort...I'm bailing...
