GIMP is capable of a lot more but it is a native Linux application that was ported to Windows. There also isn't any stable 64-bit version available. The last experimental build was 9 months ago and hasn't been updated AFAIK. I use Paint.NET where, as it lacks some of the features of GIMP, it was designed around .NET Framework for Windows.
