Windows XP is SUCH a fucked up OS to network with...I caught hell trying to get it to work, when my trusty Win 2K Pro worked flawlessly...
Some more information...
Is the client machine Home or Pro Edition, and how are they networked..? Is this a home newtork or what..?

I'd make the server to give the IP. And also check the status account of the client at the Server list.

Basic checks On static IP:
On client:
1- Check the protocol TCP/IP is chosen by default (at the net properties, sometimes you have several protocols and services)
2- Check The Net group Configuration is well written
On server:
1- The account the client log belong to the user list/group
2- The firewall allows the connection from the client IP
On Lan:
1- Check switches, hubs and wires
Others:
Ping the server from client and viceversa.
That's all the steps that comes to my mind from here, i know some must be basic and dumb but just in case. Good luck

-I've heard that XP with Sp2 does not works easy the Net Send system because of some trouble with the NetBios protocol. Wich protocol do you use to connect?
-If you got a WINS server you must add it at the configuration of the client
