SP2 disables some features for security reasons so you must manually enabled them, dont know what features they mean but the Net Send command doesnt work we've heard that sometimes the connection has trouble but just tweaking the configuration is resolved so that wouldnt be a very big trouble. Oce sad that i've ran out of ideas for the cause.

M8...

Have you tried installing a completely different machine into the domain, using the exact same wires and what not..? How sure are you that it's not a faulty install or equimpment..? Device or software conflicts, etc..?
